Army officer.
Born in Charles County, MD., William Smallwood, a delegate to the Maryland Assembly in 1761, was wounded in the Battle of White Plains and became Brigadier General in 1776. He served as Major General from 1780-1783 and began three terms as Govenor of Maryland in 1785.
