Franklin Delano Roosevelt was the 32nd President of the United States, serving four terms from 1933-1945. At the time of this letter Roosevelt was Governor of New York, a post he kept from 1929-1932. Franklin Delano Roosevelt was born on January 30, 1882, in Hyde Park, New York. He was the son of James (lawyer, financier) and Sara (Delano) Roosevelt. He married Anna Eleanor Roosevelt on March 17, 1905, and had six children: Anna, James, Franklin, Elliott, Franklin Jr., John. He received his B.A. from Harvard in 1904 and later attended Columbia University Law School. Roosevelt was admitted to the Bar in 1907 and worked for the Carter, Ledyard, and Milburn firm in New York City from 1907 to 1910. He was elected as a senator for New York state, starting his term in 1910. He served as the assistant secretary of U.S. Navy from 1913 to 1920, and was vice president of Fidelity and Deposit Company of Maryland (New York office) from 1921 to 1928. He founded the Warm Springs Foundation in 1927 to aid polio victims. He served as the Governor of New York from 1928 to 1932, and as President of the United States from 1932 to 1945. Roosevelt died on April 12, 1945, in Warm Springs, Georgia.

Franklin Delano Roosevelt (1882-1945), the 32nd President of the United States, held office from 1933-1945. Roosevelt dealt with the problems related to the Great Depression from the previous administration and established several key programs and experiments that would become part of his New Deal. He also successfully led the United States through World War II until his death near the end of the war. The goal of the New Deal was to rehabilitate the economy, recover agricultural resources, and prevent citizens from losing their homes and farms. Some of Roosevelt's experiments include Social Security, a revamped tax system, work relief programs, and tighter control over banks. Roosevelt was also able to gain federal regulation of the economy.

Wilbur Van Zile was born August 24, 1904 in New Jersey and at an early age he traveled with his family across the United States, settling in California. Mr. Van Zile always had an interest in short wave radio and dentistry, keeping an active on-the-air radio status and updated licenses; and excelling in dentistry while improving methods for maxillofacial surgery.

After earning his Doctor of Dental Surgery (DDS) in 1928 and completing his undergraduate work from the University of Southern California College of Dentistry, Wilbur Van Zile completed his graduate work at the University of Minnesota’s Mayo Foundation.

After a few years of private practice Wilbur Van Zile applied to the Navy Dental Corps and was one of nine candidates selected out of dozens. During this time he also published many articles appearing in the “Journal of Oral Surgery”.

During World War II an administrator of dental affairs during the South Pacific Theater of Operation (Pacific War of 1941-45). From 1950-1959 Wilbur Van Zile was Chief of Dental Services and Oral Surgeon at Naval Hospitals. He was instrumental in starting the graduate residency program for Oral Surgery at the United States Naval Hospital in Oakland.

During this time Wilbur Van Zile continually strived to improve methods for oral surgery; he devised a root canal technique for anterior teeth which would result in improved healing.

Wilbur Van Zile was a Professor and Chairman in the Department of Oral Surgery for ten years (1959-1969) at the University of Oregon Dental School (the predecessor to OHSU School of Dentistry). While working at the University of Oregon Dental School, Wilbur Van Zile initiated a graduate residency program for Oral Maxillofacial Surgery. After retiring from teaching he returned to private practice for ten years (1969-1979) before retiring from dentistry altogether.

Wilbur Van Zile belonged to many professional organizations, some include: Phi Kappa Phi (an International Scholastic Fraternity), the American Dental Association, the American Society of Oral Surgeons, the American Association of Hospital Dental Chiefs (his role: Regional Vice President), the American Board of Oral and Maxillofacial Surgery (his role: Diplomat), the American College of Dentists (his role: Fellow), the Omicron Kappa Upsilon (his role: Honorary Member), and American Association of Dental Anesthesiologists.

Wilbur Van Zile was married to Ruth Harrison. Their correspondence throughout the 1930s-1940s gives an insightful look into Ruth's life and the lives of people before and during World War II. Wilbur Van Zile met Ruth in his senior year at the University of Southern California Dental School, they were married for seventy years before her death in 1998, Wilbur Van Zile died in 2009, he was 104.

Franklin Delano Roosevelt (1882-1945) was elected president in 1932 to the first of four terms. International policy under Roosevelt centered on what the president termed the ""good neighbor" policy, transforming the Monroe Doctrine from a unilateral American manifesto into arrangements for mutual action against aggressors. He also sought through neutrality legislation to keep the United States out of the war in Europe, yet at the same time to strengthen nations threatened or attacked. When France fell and England came under siege in 1940, he began to send Great Britain all possible aid short of actual military involvement. When the Japanese attacked Pearl Harbor on December 7, 1941, Roosevelt directed organization of the Nation's manpower and resources for global war." On 7 November, a radio address, given by Roosevelt, sought to advise and reassure the French of US intentions in North Africa. The radio address was then printed in the form of this flyer the next day. A transcription of the address reads:

My friends, who suffer day and night, under the crushing yoke of the Nazis, I speak to you as one who was with your Army and Navy in France in 1918. I have held all my life the deepest friendship for the French people- for the entire French people. I retain and cherish the friendship of hundreds of French people in France and outside of France. I know your farms, your villages, and your cities. I know your soldiers, professors, and workmen. I know what a precious heritage of the French people are your homes, your culture, and the principles of democracy in France. I salute again and reiterate my faith in Liberty, Equality, and Fraternity. No two Nations exist which are more united by historic and mutually friendly ties than the people of France and the United States.

Americans, with the assistance of the United Nations, are striving for their own safe future as well as the restoration of the ideals, the liberties, and the democracy of all those who have lived under the Tricolor.

We come among you to repulse the cruel invaders who would remove forever your rights of self-government, your rights to religious freedom, and your rights to live your own lives in peace and security.

We come among you solely to defeat and rout your enemies. Have faith in our words. We do not want to cause you any harm.

We assure you that once the menace of Germany and Italy is removed from you, we shall quit your territory at once.

I am appealing to your realism, to your self-interest and national ideals. Do not obstruct, I beg of you, this great purpose.

Help us where you are able, my friends, and we shall see again the glorious day when liberty and peace shall reign again on earth. Vive la France eternelle!
