Francis Vinton Greene was born on 27 June 1850. He graduated from West Point in 1870 and served as second lieutenant of artillery until 1872, when he transferred to the Army Corps of Engineers. He was promoted to first lieutenant in 1874 and served as military attache to the U.S. Legation in Russia from 1877-1878. He was put in charge of public works in Washington, D.C. from 1879-1885 and was promoted to a captain. Greene commanded an expedition during the Spanish-American War and later wrote an extensive report on conditions in Cuba, which became the basis of American policy there. He served in various political and civic positions throughout his life and was also an active writer. Francis Vinton Greene died on 15 May 1921.

Francis Vinton Greene, son of George Sears Greene (1801-1899), West Point graduate and brigade commander at Cedar Mountain, Antietam, Chancellorsville and Gettysburg. The younger Greene, b. June 27, 1850, was also a West Point graduate (1870) and had a long career in the United States Army. Military attache to U.S. Legation in St Petersburg, 1877-79; engineer in charge of public works in Washington, D.C., 1879-85 and professor, practical military engineering, United States Military Academy, 1885. Resigned, Dec. 31, 1886. Colonel, 7th New York Infantry, May 2, 1898 then brigadier general and later major general, U.S. Volunteers, commanding 2nd Division, 7th Army Corps at Jacksonville, Florida, Savannah, Georgia, and Havana, Cuba, Oct.-Dec. 1898. Later served in a variety of civilian and political positions and wrote a number of books on military history; d. New York City, May 13, 1921.
