John C. Churchill settled in Oswego, New York in 1848 and soon afterwards began to practice law. He eventually served as prosecuting attorney for the city from 1857 to 1860, then as county judge in 1866. In 1867, he was elected to the United States House of Representatives where he served for two terms (1867-1871). He was also appointed Associate Justice of the New York Supreme Court in 1881, and wrote the county history entitled "Landmarks of Oswego County, New York".
