Howard W. Robison practiced law in Owego, N.Y., served as county attorney of Tioga County, N.Y. from 1946 until 1956 when he was elected as a Republican to the Eighty-fifth Congress to fill the vacancy caused by the resignation of W. Sterling Cole; he was reelected and served in the House of Representatives until his retirement in 1974.
